Kara takes a rigorous approach to every project — reviewing precedent, analyzing policy, and assessing the current environment. She then provides practical, actionable guidance to clients so they can effectively communicate across a complicated health policy environment.
Background
Before founding Kasper Cardinale Consulting, LLC, Kara served as a senior Medicare analyst at the White House Office of Management and Budget as the Affordable Care Act of 2010 and the Medicare Modernization Act of 2003 were enacted. She has a deep expertise in Medicare Fee-For-Service and Medicare Advantage coverage and reimbursement policy and has provided strategic detailed guidance to policy officials on legislation, regulations, and sub-regulatory guidance impacting Medicare. Early in her career, Ms. Cardinale was a reporter for the trade publication, The Pink Sheet, where she covered the Food and Drug Administration’s (FDA’s) regulatory policy. Kara earned her Bachelor of Arts in philosophy from Haverford College and a Master’s of Public Policy from the University of Texas at Austin.

In her spare time, Kara enjoys spending time with her husband and two sons, reading, watching sports, and spending time in the Pisgah mountains.
